Are Cigarettes Biodegradable?

Yes and no.

Most cigarette filters are made of cellulose acetate, which is a type of plastic.  Many people think that it's cotton in the filter, but it's not, it's the plastic.  Plastic does NOT break down quickly.  This means that even if the majority of the cigarette butt has degraded, the small pieces are plastic are still around.

Read two of my past posts:  Cigarettes and the Environment and Cigarette Litter, which mentions that cigarette butts can wind up in waterways, harming marine life.

Meanwhile, if you're a smoker, DO NOT litter your cigarette butts.  It's an eyesore and bad for the environment.  The planet is not an ashtray!
